Back in October 2014 when it was announced that Keanu Reeves signed on to Replicas, the press release said the film was scheduled to start filming in spring of 2015 (links here).
IMDbPro is showing that the film enter the pre-production phase on April 29, 2015. Beligum is the first country listed to announce a release date of September 7, 2016. This early out, often announced release dates change.
Other than Keanu, no other cast has been announced. However, David Fields (12 Years a Slave) has been named as the Location Manager/Scout, another positive sign for the project. Overall, it looks like the project is actively prepping for filming.
