David Bates Jr is a Filmmaker/Artist according to his twitter page. I asked him for more details and I will update if he responds. It is not clear when this clip was made but it appears to have been at an art exhibition some years earlier based on Keanu’s hair. Keanu attended Art Basel in December 2006 in Miami Beach. It is not clear if this video was taken there or if it is from some other exhibition. However, Keanu’s appearance is similar to that seen in a photo that was taken at Art Basel 2006 (see below).
Note: Art Basel is scheduled to happen in Miami Beach in December 2017. That being said, there are many instagram photos being posted from the Art Basel, Miami Beach location that are current.
